Last night, Aug. 4’17, I was repeatedly attacked while trying to use the crafting tools in Elden Root’s upper level.
I never saw who repeatedly attacked me while they were hiding and firing a brown-black “crap” that covered me.
The 1st attack started while I was working on the Enchanting table, but stop as soon as I stopped to find out what was happening.
The 2ns attack started as soon as I started using the Woodworking table, and again stopped the second I stopped to discover who was doing this.
The 3rd attack started when I moved to the Clothing table. That, too, stopped when tried to see who was responsible. I had to leave the game to stop this.
I have been a paid subscriber since ESO started. I am only interested in Crafting, Trading and PVE. I do not engage in Dueling, nor PVP.
I want to know how this can happen to me, and how to never have this happen again. This is NOT what a pay my subscription fees to engage in!

It sounds like they threw mud balls at you. The mud balls were from one of the festivals; pretty sure it was the Jester's Festival, but they all merge together in my memory. They are annoying for sure, but not really an attack as they do no damage. They do put an effect on your for a short period of time that covers you in mud.
People think it is funny, but it can be annoying. It is especially annoying when at the dye station.
I would suggest you politely ask them to stop. If they persist, report them and let ZOS decide if it is actionable. If someone persistently targets you and follows you around it might be considered harassment.
I just usually move on to another crafting area and don't give the person any attention, as that is often what they seek.
