20-30% FPS overland and fps slide show in trials

i7 7700k OC @ 5ghz, Samsung 960 Pro M.2, EVGA GTX 980ti Classified, 32gb 3200 Trident Z. All up to date drivers and bios.

In all intents and purposes I should be getting 80+ FPS even on Ultra settings with all the bells and whistles, and maybe 60+ in Cyrodiil. And I have been getting this until the past couple of days. Two days from this post, I have undergone significant fps losses in overland zone cities, very noticeable hitching when riding around from place to place and my fps just completely tanking when I'm doing trials. Averaging ~45 fps in main towns like Vivec City and an almost unplayable ~34 in Trials.

Any help?
