During Imperial City quests, Drake of Blades-will eventuallu end up in the AD base (when you get the reward and fininsh and assuming you are AD). Howver, there is a banner that's placed a couple feet too far forawrd, which happens to be the spot this npc stands at, so they clip into each other.
