Dungeons close at party of one

Just got kicked from a dungeon I was leading because we couldnt get members to try and beat xalnur in mazzatun, so Im in this for the long haul, but even my healer gives up in trying to find people as I have to lead them to the far end of the dungeon after chudan. The dungeon got wasted and I'm feeling a little bitter, why do pugs have to close when theres still someone interested in finishing it and finding members.

This is the same problem that doesn't let people finish their quests at the end of the dungeon. If all your teammates leave, you don't have time to hand in your quest half the time.
