Will I eventually get improved materials from the writ's shipment rewards?

I've got my blacksmithing, clothing and woodworking to level 2 but I'm still receiving shipments for level 1 materials. Is this always going to happen? I can't imagine 25 iron ingots is going to help me when I'm crafting rubedite armour.

You will be getting 25 iron ingots when crafting Rubedite armor lol

Really? That sucks.

I seem to recall a topic a while back, where players were mentioning the difficulty of finding low-end materials with high-level characters. Is this anything to do with that?

You will get all materials lower than the max level you can craft. Best get farming

Yep, you can definitely blame them. When One Tamriel and scaling came about, people complained that they couldn't go to low level areas and farm low level mats with their crafting/farming character because that character was too high level. They were annoyed that they couldn't go around 1 shotting wolves (little did they know you can still 1 shot wolves) and racing newbs to resources. So, Zos "rewards" us with low tier mats when we do our writs

Note that an nice way to farm mats is to do writs on skill level 1 alts, they will always get iron or jute as reward leaving you 5 short on average, from time to time you get surveys, this you collect on you high level crafter for just top tire materials.
You always find plenty of iron and just questing with alts with no crafting skills.
As an bonus you level up the alts. You can do alchemy and enchanting too but find clothing and blacksmithing most pressing.

What you get is based off RNG so nobody can answer this question for you

Mailed shipments from your hirer will occasionally contain tempers/alloys, especially if you have put 2 skill points on them. When you can max you passive line out you will get mats at your level and occasional gold tempers/alloys - I got 2 Dreugh Wax in one clothing hirer mail yesterday.

As for rewards from crafting writs - the mats they contain will always be lower than your crafting level and you should be frequently getting tempers/alloys from these.
