Is this one going to be account or toon? I noted on the last 3 events that the rewards were per toon(tradable in bank of course) and am wondering if Im going to have all of my toons running or just one.

Toon, most likely.

Zos should start to consider achievements bind on account, not character. This is why I just play my main xD

Im less worried about the achievement than I am about the reward. The rewards were per toon in previous events. Personally, I prefer not having to farm things like this with multiple toons.

You'll likely unlock the hat account-wide, but the title only on the character.
