Fps spikes since Morrowind

Hello,

Since the Morrowind update I am encountering a lot of of fps lag. The more people are near me, the worse it is (especially when they are dueling with their Grothdarrs and Ilambrises). For last few weeks I avoid crowded places such as Rawlka as well as Cyrodiil.

My laptop has good specs which even surpass the recommended specs for the game (AMD Radeon HD 8750m, 6GB ram, Intel i5 4200, Windows 8.1 64bit)

I am playing at low settings. Shadows, grass and such are off. Even view distance, particle density are set to minimal. The only thing I have as high is subsampling quality, but this not causes the issue because changing it to low does no difference, still laggy.

I do not open other programms while playing. When I check task manager during the game, Eso is the only thing which eats vast majority of CPU and memory. Even if I want to turn on other programms such as Skype, ESO eats so much that there is no space left for anything other.

I have vertical sync active, both in the game and CCC, tried turning it off = no difference. Triple buffering in CCC is also on, switching it off = no difference. Tried running client as admin with no luck.

My girlfriend encounters this as well on her laptop, and even my friend who has a lot better gaming laptop reports this issue. All of us have problems since the update, we had no problems before. AMD card along with CCC is not the problem as my friend has Nvidia GPU.

What could cause the issue? Is there some out-game setting that we missed? Could it be the 64bit client (because I haven't tried using the 32bit one)?
