That thread is from 2015 and i think there are even older ones out there.
Right now the master weapons from dsa and certain trash tier items found in the world use some of the tier 5 visuals.
I really want those tier 5 imperial swords, not a fan of the current over decorated and ornated weapons of the latest motifs.

They seem to be releasing them overtime for new gear sets. We see this with Maw of Lorkhaj sets (Khajiit) and Master weapons.
