Fps Stutter when playing Warden

I've been playing this game for about 6 months now. I've got 5 leveled characters and I play most of them regularly with absolutely no issues, besides the occassional low fps in Cyrodiil during large battles. My PC is a bit outdated, but I maintain 80-100fps consistently with an fx-8350 and a gtx770 on medium settings.
However, recently I've taken up leveling a Warden and I'm getting game breaking fps stutter when in the open world, doesn't matter zone/population/how many structures. I sit at 80-100fps and then boom, my game just stops for a few seconds, no movement, no buttons work, just stand still. Then it comes back up and i see my FPS is at 1-11fps. This happens 1-3 times every minute and it doesn't matter whether I'm spamming abilities or standing still. Dungeons, however, do not seem to have this problem. I've disabled every add-on, I've put my settings all to completely low, I've done and undone modifications to my config file, I've done the audio devices fix, I've even reinstalled Windows now. Every other character works perfectly, as intended, except my Warden. I'm struggling to find the motivation to play through it, but I'm hoping that enduring this annoyance will not result in me leveling a character I can never play.
Any thoughts? Anyone else with a similar issue? Any insight is greatly appreciated. Thanks!
