It's not just you. My game runs fine until I enter queue, then I get constant stuttering. As soon as I leave Group Finder, it's back to peak performance.

I just sat through this for 10 minutes. Sitting in queue it looked like a slide show. As soon as I dropped and went about my evening it stopped.
"it's important to state that our decision to go with subscriptions is not a referendum on online game revenue models. F2P, B2P, etc. are valid, proven business models - but subscription is the one that fits ESO the best, given our commitment to freedom of gameplay, quality and long-term content delivery. Plus, players will appreciate not having to worry about being "monetized" in the middle of playing the game, which is definitely a problem that is cropping up more and more in online gaming these days." - Matt Firor
This is the same for Battle Grounds que, if I want to play now I park my character and do nothing while in que because it's nauseating to attempt to move anywhere while in que.

About a time they had to change their group finder coders and let new guys start from a scratch. Probably it's some guy under protection who is holding the position and won't be ever fired. @ZOS_GinaBruno tell me if I'm wrong.
I have had the same problem since the Morrowwind update. The game runs perfectly until I use the activity finder and join a queue. Whilst queuing the game is unplayable. I hope this gets fixed soon.
