Lags when I use a spell in the middle of heavy attack animation

The download and upload speed always varies when measured via PS4
I have called the operator and they said the limit is 60 Mbps
When measuring the speed via PS4 it varies anywhere between 15 to 55. So one time it can show 25 Mpbs and other time it shows 55 Mpbs (this is download)
For upload the speed is usually very slow. It shows no more than 20 Mpbs. Sometimes it shows as low as 5 Mpbs
So there are two problems:
Speed varies, both upload and download
The gap between upload and download might be significant
While playing ESO, the game sometimes freezes for 4 secs and then goes on
It also starts to lag when entering the combat
NAT type is 2, not sure what it means. Sometimes it shows NAT 1
Does anyone have any suggestions?
EDIT:
Just figured out when I do not finish my heavy attack but rather use a skill it lags. So, when I press R2, hold it and use biting jabs it delays the jabs and lags for a sec (while in combat only)
Also lags when I do animation cancelling
Has anybody come across such issue? It is quite strange that the game starts to lag when I do not finish my heavy attack and instead use a spell in the middle of the weapon attack animation (only in combat phase)

Chelister✭✭✭are you wired to the router or using wi-fi to connect?
So they way it works here (I came to visit my relatives) is that there is a moden that is stuck to the wall from which there are wires connected to the router which itself gives wifi
I have tried several things:
Directly from that moden to PS4 (shows NAT 1 and same laggs)
From modem to router to PS4 (shows NAT 2 and same laggs)
Wifi from router (shows NAT 2 and same laggs)
It is strange because the game starts to lagg (besids the 4 sec freeze) whenever I enter combat.
So I tested doing jabs, light attacks and trap while in non-combate phase
When I did the same rotation while in combat the game was late to respond and it looked kind of wrong
