A small place in Vivec

While playing Morrowind, I thought about how I'd love to rent an apartment in St. Delyn or St. Olms in Vivec. So I'm curious to know whether, in the new expansion, one can buy a home in that city? All I have so far is a hint that players are given a chance to participate in Vivec's construction.

    My character was given a small room apartment in Vivec (doing the usual first quest you do for housing). Turns out, it was larger than the rooms they give you in the other cities in the game.
    Clueless, but willing to learn.

    I got the apartment in St Delyn now. Had to do the Friend In Need quest (I think) on a fresh Morrowind character, and the quest giver is on the little island by the bank.

    The actual room is a windowless little square in the St Delyn Inn, accessible from the Waistworks if I remember right.

    Just wait until you get the quest to kill the grandmaster of the mages guild in vivec then take his room. That's what I did.

    Oh wait.... Wrong Morrowind. :(

    Yes, you can own a room in Vivec. The quest giver is in the Outlaw Refuge in Vivec.

    Khajiit she sees the word RP a lot but does not know what it could be. Rough purring? Well yes the voice is sometimes a little gravelly after a few strong drinks indeed.

    Khajiit was given her name because she was born at Fishmas. Some say this one may even be the very spirit of Fishmas itself sent into Tamriel to share fish and mischief.

    And I hear rumors that it's only 3,000 gold to buy. The property was discounted after someone noticed the giant meteor hanging precariously overhead. Consider it a fire sale.

    I paid 3,000 gold for Saint Delyn Penthouse. Then I found out there is a quest that you do to get it at no charge. Ouch LOL

    Now this one wonders... Will my hopes for a "tabletop" Elder Scrolls game come true, too? It would be a good fit, as Bethesda has such talented writers.
