[Serious] Why are Two-Slot weapons considered two items in regard to Traits, but Not Sets?

For all weapon Traits (except Infused and nirnhorned for whatever reason) Two-Slot weapons have double the bonus applied to the trait. Why is this considered okay, but allowing them to act as two set pieces is not? Is it because of sets? Shouldn't sets be balanced around the weapon, and not weapons balanced around a set?

    Was not with good viper this way, see it has minus and some times plus but inconsistent this way too, so maybe enchant will help but hope u dont need as it requires weird build with significant rely on proc enchant, trust me I test many times and realize that pvp is good.

    They're looking at it, we just don't know any more than that right now. Personally I would rather see different benefits to 2H weapons rather than just making them count as 2 for the purpose of sets, then add some kind of TWF option for magicka users.

    I guess that some traits are twice as potent on 2h weapons because if not so, 2h weapons would be complete joke.

    All two-hand weapons (greatswords, mauls, battle-axes, bows and any staves) must counts as 2 pieces of corresponding set.
    Period.

    Two Weapon Fighting, sorry I am a Pathfinder RPG nerd so slip into the terminology sometimes.

    TWF (Two Weapon Fighting) and THF (Two Handed Fighting) are the terms used on forums there.

    I would love for my magsorc's staves to count as 2 set pieces. Being able to run 5-5-2 easily would be incredible. You know though that as soon as that happens all the "Nerf Sorcs Now!" folks will flood the forums with vitriol...again. Necro+Lich+Monster set essentially would negate the resource nerfs or Necro+Netch+monster with all lightning skills would be insane damage. That's just 2 of the many potentials. Again, I'd love that. I PvE more than anything and think the people that complain about anyone being OP in PvE is wasting everyone's time. In PvP though, things could get pretty nuts which would lead to more nerfs which would hurt PvE again.

    It can't happen as is, it would send mag sorcs into OP over drive, 2H would be insnanely powerful as well and no one would touch dw ever again. It would have to offer some different benefit than just being 2 traits items. Maybe allowing you to run another glyph or something.

    @ZOS_MattFiror had commented a few months ago they were looking at this issue with 2H weapons. Since then . . . Crickets.

    There is always a several options:
    * 2h-weapons would be counted as 2 items from set only if there is another item (1 or more) from this set are weared too. So if only weapon - not bonuses at all, but if weapon and another item(s) - 3 and more bonuses in action.
    * Adding some 1h magic wepons: like magic daggers or wands etc.
    and many more solutions.
    A smart guy would always seek for ways instead of "just NOOOOOOOOOOO".

    the maelstrom staff would still be a non-set weapon, so now mag sorcs would have to choose: that bonus LA damage on crushing wall? or a 5th piece set? Anyway, yeah, DW would need to see some love, in my opinion allowing enchants to stack with one another, as well as allowing DW to slot a poison on each weapon and allowing heavy attacks to proc both enchantments or have a chance to proc both poisons. really making it a weapon that relies on multiple hits/items/enchantments for it to be used to its full potential.

    Which really is a shame. I love 2h and I really can't see dual wield anymore... and no destruction staff for me either, thank you very much.

    This is how I'd like to see it too. No bonus traits or 2 enchants etc. As a sorc I'd still run a Maelstrom on my back bar and run the extra set on my front. That would be perfect

    I don't think it would be a good idea because it was rather unintuitive. As long as the 2h, bow and staff are balanced for this. -- The problem with 2h weapons however is, that they still suck compared to dual wield and this is the main issue which needs to be addressed.

    I am feared that magicka builds would be even more ahead of stamina builds. But stamina builds would get some good opportunity for 2h builds. Well, considerable idea.
