[Quest Bug] Can't start "The List" quest in Cyrodiil/ Journal Page does nothing [PC NA/EU]

While roaming Cyrodiil, I came across a shifty fellow named Severus Tappo, who threatened to kill me. Naturally, I challenged him to try, and killed him instead. From his corpse, I retrieved the item, "Journal Page", which is marked as a quest item, and apparently starts "The List," a quest to return items to the family of Tappo's victims.

One problem, however: This journal page doesn't actually seem to do anything. I can't figure out how to read it. I've tried to double click it, single click it, right click it, destroy it and kill Tappo again to get a new one, kill Tappo again with it in my inventory, and change servers from Almalexia (my default PvE-in-PvP server) to Vivec and back again. No joy. The quest just refuses to start. Additionally, when I get the journal page, it goes into my inventory pane with everything else, as opposed to the Quest Items section.

Am I missing something here?

I have the same issue with the journal page from Tappo. It is not under my quest items tab in my inventory and I cannot read it. Seems to be bugged.

Just popping in to say this is still bugged. Went to Almalexia, killed Tappo, and still can't do anything with his Journal Page. Kind of annoying, really.

Got the page today and i can confirm it. You are not able to interact with the page to start the quest.

I killed Tappo and looted the journal page meant to start the quest. I can't interact with it either. I am really hoping for a fix because it's the last non-repeatable quest that I have left in Cyrodiil.

EDIT: I am a PC/NA player.

@ZOS_GinaBruno this quest is bugged. Additionallly, a couple eidetic memory books in the neighborhood have gone missing as well. PC NA

This issue was first reported (through feedback and screenshots) on the third of June. That's fifty-one (51!) days that have gone by and, since it's not been listed as fixed in the PTS, I'm led to believe that it's going to be a whole heck of a lot more time until it's fixed. What's going on here? Do you not believe this is happening? Are you still not sure what's going wrong? At the very least, it's a cross-server bug, given that people in PC-EU and PC-NA are both unable to do the quest. Are you waiting on someone with XBOX or PS4 to add their comment to the thread before you actually do anything about it?

Here are some additional details. I've tried it without any addons whatsoever enabled, and with a repaired file, so it's not those. I've tried it on every server I've been on, so it's not server-specific. I haven't yet tried it on multiple characters to see if something I've done has contributed to it, because my other character I've done PvP on is in the Dominion and that's a very long walk through EP territory, but I can only assume that won't lead to anything either. Because "Journal Page" can be a little difficult to find perhaps, the item ID number, pulled from UESP, is 43518. I'd honestly draw you a map and a picture if I thought it'd help.

I know in the first stickied post it says something along the lines of "Even though we can't reply to every post, be assured that we're reading them all," but that stops being reassuring after a time, especially as more and more patches come out without a fix.I would truly, truly appreciate an update on this matter, even if it's just a "Hey, we're aware of this. We know it's happening and are looking into it."

What makes this even more infuriating (because items that don't work and quests that can't even be started aren't infuriating enough on their own) is that I can't even report it as a bugged quest in-game, because your system requires you to have the quest in your journal before you do that. You know, that quest I can't start. Okay. So just report the item as bugged, right? There's a section for that, isn't there? Ha! Your options there? "I lost the item," "I can't get the item I wanted," and various options related to crowns and the crown store, with no box of any sort to specify "Hey, this is broken in this way."

I realize I'm being snarky and irritated, and I'm sorry for that, but all I want to do- all I've wanted to do since I started this thread back on June 10- is start this quest, finish it, and get it off my map. Please, for the love of all that is good, make it so that I can do so, or at least explain why I cannot.

I've just got Tappo's page and can't read it either. Almost two months now. Please fix it!!!!!

I didn't see any mention of a fix for this listed in the patch notes. Is it safe to assume that it's still broken and can't be started? Are y'all aware that this is a problem? Is there a more efficient way I can report this bug, given the in-game methods don't work for this bug?

When my patch finally finishes downloading, I'll take my Khajiit who's only done enough PvP to get Caltrops and my Argonian who just sits in Davon's Watch stealing stuff (and hasn't done any quests outside of Bleakrock and the leadup to Blade of Woe, and never done any PvP before) to try to get the journal page to see if maybe another quest in Cyro caused this problem. That being said, I'm not hopeful.

That's...that's actually really good. I'm really glad to hear that. Pretty sure that's the best bit of news I've heard today. I'll look forward to that future patch, then!

Not sure if it is fixed, but i could continue the quest.
Before this MOnday 11.09 patch, I killed Trappo or whatever his name, took the item and could not read it. After the patch, by accident I sold the book and bought it back and I could read it. I'm saying these steps in case the quest is still bugged once you kill Trappo.
After you read it you need to visit the same location and search a bag for 4 items that will take you in each of the cities in Cyrondiil.
Hopefully this will get me the lore book.

@SMBgames Yep. The patch notes say it's fixed. When you finish the quest, the Eidetic Memory book should be at your turn-in location. It's called "It's the Hunt that Counts."
