Why does my ping seem to be tied to my framerate?

Whenever I have a bad ping, my framerate goes down.
Whenever my framerate goes down, my ping goes bad.
I can't explain it, or find any manner of relevant data, graphs or proof. But it happens all the time, and after 2 years of playing this game, I'm losing my patience.
Is this a known issue? Is there a fix? Nothing seems to work. Changing my graphics affects my top framerate, but I still get drops to 1-2 fps when my latency increases, and I still get 1000ms frametimes.
