Appeared in my billing history, is this related to the eso plus not getting morrowind access?

I have the same, which is interesting as on PC I've had early access and full benefits since then.

As far as I was aware the benefits from ESO+ to make up for the DLC/Expansion debacle was just more bank space.

What you're seeing is just the final fulfillment of your ESO: Morrowind purchase. What was previously on your billing history/account was a placeholder. You are not being billed twice.

    A placeholder for what purpose?
I got suspenders for saying "Testicular Mass" instead of "Balls". like, rilly.

I would assume that they did not fully charge you at the time for the (pre?)order and instead placed a hold/freeze on the funds to ensure that you A.) had the funds to purchase when the order was placed and B.) those funds remained available come fulfillment time.

Now that it is release day the purchase was made final and cleared your account. (Amazon.com does the same thing between order placement and shipment)
