Warden Bears count as witness to Murder/Thieft Justice system????

I'm in Sadrith Mora city hall, council meeting room. Its all empty but 2 NPCs sitting far apart. I kill first one with blade of woe. No bounty. I sneak up behind 2nd, push X for BoW, she drops dead but.....

I get justice system announcement that now im kill on sight and a murder 900g bounty.

Im looking around, there is not a single NPC in whole room. The sole fact i used BoW meant I was invisible and undetected by victim. But as i said, whole room was empty of NPC and only thing in there was some player with that Warden Bear ultimate active.

Wth? I already heard how Warden's bear can harass other players, pulling them out of stealth or triggering every justice hostile NPC's in restricted zone ruining quest objectives so now they will be interrupting other justice system activities?

assuming the bear was out for both kills why think it is the cause of the bounty when you didn't get a bounty for both kills?

Sometimes this one she thinks maybe the person who has the accidental meeting with the knife becomes a witness and generates a bounty - if they see you just before you accidentally knife them.

Sometimes bounties do seem to be raised when it seems there are no obvious witnesses.

Khajiit would assume as she has never laid a claw on anyone ...

The bear was not there for the first kill as i would notice it when switching target.

Does this one know about the fact that one can be pulled out of stealth temporarily while performing the kill with the blade of woe? (But this Lupine knows that the Spectral assassin passive may be the solution yes, a 15% chance to be shielded from the eyes of others...)

But one thing this one knows is that other players do not count as a witness unless there are two in the room dueling to the death hmm?

The first one you killed isn't entirely dead. Before his last dying breath, he makes sure to witness your second kill to put a bounty on your head, however small it may be.....and then <<silence>>

Ehhhh, the bounty system is weird enough already. It doesn't need snitching bears too. It already makes no sense how every guard in tamriel automatically knows of your crime the second you commit it. Even after you've killed the only witnesses no less....

But also try to test it first. Find a Warden friend, and a room with just one NPC. Kill it without bear, and then with bear. See if the bear...... bears witness.
