What is the difference between Weapon Critical and Weapon Critical Rating

So I am choosing between two sets:
Leviathan set - gives 1586 Weapon Critical
Toothrow set - gives Major Savagery. 2191 Weapon Critical rating + 97 weapon damage

Weapon Critical and Weapon Critical rating have to be different things, right?
Otherwise Levianth's existence is kind of useless

All of the previous 4 bonuses that both sets give are the same (Max stam + Weapon crit + Weapon crit)

    they are the same thing.

Toothrow gives you major savagery, which you can achieve through skills aswell as potions and boots your weapon critical. Toothrow 5 piece negates the need to use said skill or potion and you will always have the major savagery buff.

Leviathan gives you an extra weapon critical on the 5th piece. And you can now boost your weapon critical further by using a skill or potion that grants major savagery.

I was choosing between these two sets for my stamina templar.
Do you think Toothrow will be a better one given that I always play solo (I mostly do PVP)

You get Major Savagery from Biting Jabs.

So unless you aren't using Jabs, or you can't fit Expert Hunter on your bar, or you can't/don't want to use pots that grant Major Savagery ... Toothrow is no bueno.
