Material Nodes Not Scaling After Update

I just got a new character's Blacksmithing up to level 50, with no points into skills, and the ONLY ore I'm finding are Iron Ore and DWARVEN... whereas I should be finding Iron Ore and RUBEDITE since Blacksmithing is at max level 50.

I think you need to invest skill points into that first skill (was it called Metalworking?). It scales off that, not the skill level itself.

That is not how it works. It is 50% based on level of the first passive for the craft and 50% character level. To get 50% Rubedite you need to have spent skill points to max out the first passive to unlock crafting with Rubedite.

I thought they changed it to be 50% based on crafting skill level and 50% based on how many skill points you put into the Metalworking skill. It cannot be based on Character level because DWARVEN is a level 40 ore and my character was only at level 35 when I reached Blacksmithing 50.

EDIT: So Dwarven is 36-44 Ore... so it's possible that it's based on Character level.

Yep, it's both character level and skill points. Dwarven matches your level, iron matches having the base 1/10. Once you hit character level 50, assuming you have 160 CP, it'll become rubedite and iron until you invest skill points into metalworking.
