The issue has everything to do with meshes and clipping... with so many hairstyles and hats available, it would be an absolute reach around and costly feat to make sure they were all compatible with eachother.... unless of course you want a ponytail sticking through your hood.
To pull this off with the current selection would take a significant amount of development times... 100s of hours. People have to be paid for those 100s of hours - it's simply not worth it.
Then they'd also face the issue that every single time they add another hairstyle or hat - they would have to retroactively go back and make sure it doesn't clip through every other thing they've released to date.
It's a minor annoyance and I do agree OP, that it looks dumb - but from a game development perspective it makes alot of sense why it's this way. Hats overriding hair means you will not face BS clipping.

You can buy the basic/character creation options in the Crown Store in packs of I think 700-1,000 crowns per option (like tatoos and fur pattern, hair style, etc.) and then change them as often as you want. As an alternative,, you can buy the rework tokens to change your character's appearance (everything but class). Both are in the game for more than a year now. Not enough?

My elf ears still coming out! But I stand by what I said just not worth buying hats because of this issue. I look at them think all how cool then preview them and then say meh.

For many others, not. Especially not for the wizard hats!
And a few hats do show hair, though they also are a bit hard on the hairstyle, ending up with something more akin to "generic" hair, more or less... but I suppose I wouldn't mind that as much as I mind my long haired wizard character to become bald when donning a traditional pointy hat!
In any case, I definitely want more hats that show hair! But then, that's no surprise, seeing as I keep talking about more hats on occasion...
