POTENTIAL SPOILERS: Any solutions to the BUG with Quest: [The Magister Makes a Move]?

I've tried quite a few things to get this quest to work. I've since learned a certain person is supposed to appear - and has not. This feels all too familiar with the bugs I've had in ESO with other broken quests, that seem to not effect most people in the population but just me. (I have to wonder what is going on here). At any regard are there any fixes other than restarting the quest, reloading ui, restarting the game, removing addons, or running launcher to update?

I came across this bug in PTS testing and reported it. They said in a patch note the bug was fixed. The way I got around it on PTS was to abandon the quest and start over. Hope that helps and I hope they really fix this bug for good! In PTS it didn't seem to affect most people, so if you abandon it there's a good chance it will work next time.

After a few retries/abandonments it worked. No idea how.

If it's the quest I think it is, there's an interact issue, where you can block the quest by reading the notes after talking to the guy. But... I mean, that's why I was asking.
