I was trying to make my away around Vivec City and every second it seems like my character froze for a bit before I could continue moving. Try turning - freeze. Try running - jerk-freeze-jerk, etc.
I noticed it occasionally happened in Auridon but not nearly as often or as bad.
Another question; How do I get my new Warden character to start in KR, BRI, or SM? Go to Morrowind and take a way shrine?

✭✭This is why I took my new Warden out of Vvardenfell to gain experience, still run into lots of new warden characters though.
