Either. Both have an intro/training zone. Whichever sounds more fun. But if you choose Morrowind when you leave the tutorial keep an eye out for representatives from the mages and fighters guild so you can join and start leveling those skill lines.

Play the game your way. Start in Morrowind or Tameriel; makes no difference, although the starter quests are different. As to the leveling process - it's the same. Go beat stuff up and take their stuff...help NPCs out...foil Molag Bal's attempt to drop dark anchors...hit a delve and kill the boss...the same ole, same ole...
I'd say go with whichever one you want. Morrowind is a full expansion so a lot of people are going to be rolling brand new characters anyway. The only things you'd be missing out on is knowledge of what happens throughout the regular ESO storylines and the experience of playing the older stuff. I've already played the crap out of the original eso content so I'm starting a fresh character on morrowind.
You could always do one quest in Tam port over and do one in Morrowind, then repeat. Ok that is a horrible idea.
It doesn't matter much. But in the bit I played it did seem morrowind had some mild spoilers about what you had been up to in tam. So might be best to start in tam. If you haven't played through it yet.
Play Tamriel first. Consider ESO Plus to have access to all existing dlcs. Its a fair deal. That's a whole lot of content. No point in being overwhelmed even more, i think.
