Why can't I find this questline for an achievement? Help please!

Hello all,
So I'm trying to get the Ash abah achievement so that I can purchase the kneeling ansei statue statue
I've googled every possible online guide even posted in players helping players and nothing.and I'm stuck
So far I've completed imperial incursion quest
And the temple treasures quest.
The guide I was using said I needed to complete amputating the hand quest along with restoring the ansei wards quest. However when I go to where the quest starter is stated, no one is there... I've looked all over and no avail. So I'm assuming im missing a quest(s) but can't figure out which ones for the life of me. Can anyone be of any assistance and help me out please?
I found this guide (http://teso-guides.com/the-elder-scrolls-online-daggerfall-covenant-skill-point-quests-alikr-desert-tigonus) that says amputating the hand is apart of a 7 quest Zone but I can't find the quest starters for those quests either. Does it have to do with my character being from ebonheart alliance? Are their other quest lines I need complete to be able to start alkir desert. I've beaten the main quest and onto caldwell silver and it says I've completed the objectives for alikr desert.

Kali_Despoine✭✭✭✭sentnal alki'r desert is the starting point. Save the Prince or something like that.

✭✭✭✭I've never just straight up gone to Alik'r and started the questline there, I've always gone on the boat from Rivenspire (the docks at the village right at the north of the map) as a continuation of the DC questline. The first quest in Alik'r is to clear the Sentinel docks of undead and deal with a necromancer, this all takes place within sight of Sentinel, have you done that?GM - Ghost Sea Trading Co - NA PC

✭Yes first quest is to clear the docks of undead and stop the necromancer's ritual. You will then be sent to talk to the king. He is in conversation with Talia, the Ash'abah quest giver.
