now that you have our attention - what was the scam?
thanks @OutLaw_Nynx ...that's cool knowing there are folks like yourself and OP keeping an eye out for folks like this...
as old as I am - still naive at times about human nature...just can't get how some people can stay inside their own heads with that kind of devious crap rolling atound in there...
ZOS' policy is, "Trade at your own risk", so they will not ban him even with proof.

I watched the video
The transaction almost happened from an in person trade. OP was about offer his money when the scammer pulled aloys (I think it was like 26?). He's a known scammer. Luckily OP was smart enough not to confirm anything on his end. He's since been put on the ps4 blacklist since we can't say anything on the forums. It's a nice group, I've avoided many scammers and called out many scammers in zone chat.
I caught this guy on PS4 trying to scam me today and want him banned. He's on the PS4 eso crime watch page but I want him banned so he doesn't rip off people, not everyone is aware of ways to avoid this trick.
Even they ban him, its just 3 day or so, so its worth it? Wouldnt be it just smarter just put him ignore. Ive said it that hooligans should be sent to own instance (Just like EU hooligans should be sent to UK... We could work as example and lead World to better Place, UK do the right thing even once. ) Yeah long long time ago when we spoke about Megaservers, it should be possible.

It'd be kinda worth it because then he knows the next time is permanent
