Multiple personalities have missing animations and some are just garbage (thief) and a lot of the costumes have clipping issues.

Not sure, ZOS are very bad at listing their staff out. We only know a few heads of divisions or game designers who've been on ESO Live.

Pretty sure you would need Gina or the dev themselves to speak up to find out who.
