Since there is no Achievements related to Heavy Sacks, then there is probably no Achievement Vendor that has something like this.

I don't know if the in game furniture vendors sell different stuff than you can make. Well, they do have trees, rocks, platforms and such that you can't make. But here is a visual database so you can look for your self
