Dungeon Reset Not Working

Swapping the dungeon level between Normal and Veteran is not resetting the dungeon. On the Live server I can leave a dungeon; toggle the difficulty setting and then go right back into the dungeon. The dungeon will be reset. On the PTS server this doesn't work. Is this an intentional change?
