Make the last minor boss in a group dungeon drop a weapon instead of a small piece of armor.
Before someone posts an idea about a token system, or a transmutation system, or a trait changing system, or a binding-removal system, please remember that nothing with 'system' in the name is going to be a trivial change. This is something which shouldn't take more than a few seconds on ZOS's end.
Why? Weapons in group dungeons on rare -- very very rare. Other than named drops, which have a fixed trait, weapons only drop on the final boss and randomly/rarely from chests. They also don't always drop from the final boss as that boss also drops jewelry. On an average run of the dungeon a group of 4 will see 2 weapon drops. My proposal would increase that average number of weapon drops (for a group of 4) to 6, and even running the dungeon solo you'd always get at least 1 weapon drop per run.
