Guild Recruitment Zone AD Web Link against TOS?

Hello. I'm sorry if this post has already been addressed but I can not find the answer.

I'm wondering if using a link in your /zone chat guild recruitment ad is against the TOS.

    I did read the TOS and only found this but I can hardly understand it.
