Logged onto my healer today who was in Grahtwood, and when I sign in I instantly gets a message that says "Hi Sis!". I look around and found my obviously long lost sister! This made my day!

With finite character creation settings, high chance is you have doppelgangers out there, even if you never actually run into them. Seems really common.
That costume comes white from the crown store, which is why you see it in white so often. If you don't have ESO+, white is a better option than the awful dye stamp combinations they offer.1 -

I have yet to see a character that looks similar to mine, even when using costumes. The closest I've seen was a vamp woman with the same hair as my vamp woman but everything else was different...I gots my own style
