With finite character creation settings, high chance is you have doppelgangers out there, even if you never actually run into them. Though mine was a bit funny due to her being an NPC that's part of the main quest in Vulkhel Guard.
Exactly. People who don't have ESO Plus can't dye the costume, so it stays white. And some people might have ESO Plus, but they just like the costume in white.That costume comes white from the crown store, which is why you see it in white so often. If you don't have ESO+, white is a better option than the awful dye stamp combinations they offer.
