Flickering issues and it's not grass

I really don't know where to start, there are so many variables that it could be anything. I'm going to try to include as much information as possible, it may be too much...

There is a slight, yet highly annoying flicker on my main screen whenever I have my mouse cursor on it. If I click something on screen 2 the flicker goes away. When I return to the game the flicker comes back.

I recently purchased a cheap 32 inch curved monitor with freesync, brand is viotek. It's connected by a dp cable to my rx480. My old monitor is connected to the same card with an hdmi cable. Both monitors have the same resolution, the old one is 60hz, the new one is 144hz.

I'm playing in windowed fullscreen mode so I can move between monitors easily.

I'm using Windows 10 (here comes the part where you throw up your hands and move on) Insider fastrack preview. rs_prerelease 16179 just installed last night. It's not critical anymore that I stay on the fast track program.. come to think of it I don't even need to use the Insider preview on this machine anymore either. So I could go to a stock win10 build with some hassle.

I'm using the latest 17.4.3 radeon software from yesterday.

I have no idea when this started or if it happens in other games, ESO is the only game I have installed on this machine and I haven't had an opportunity to play for the last couple weeks so I don't know when the flickering started. I'm raising this issue here on the off chance that someone says "oh, I know what this is!" and saves me several hours of googling. Thanks.

    Ive had issues that sound similar to this before. I had a HD7950 at the time, and it was the dual screen setup with different refresh rates that caused my issues...also, Im pretty sure it broke my VRAM with prolonged use. It might just be that AMD hardware/software just doesn't like it.

    Also different cable carry different signals, might be a clue, because it only flickers when it has to process something, like you say with input.

    Take a look to your Device Manager info... maybe some indication of what's regarding the graphics driver?
    Do you have this issue when doing other things at your computer?
