NPC - heavy-strike-teleport-through-air-with a twitst-attack animation...?

You might now which one i mean, some of the bosses do this variant of a heavy telegraphed attack where they kinda teleport and jump into the air and twist around and then hit you...i think its by far the best attack animation ive seen in eso - afaik there is no class or ability that we can do the same?
