Got ESO on PC with 4 DLC Packs, can I buy normal Steam game and play via steam linking my account

Hello,
I know you must buy a Steam copy of the game in order to play it via Steam, and that you can link your non-steam account then, but my question is that I am a veteran player that started when the game was with a monthly sub, bought the Imperial Edition. then I have bought the 4 DLCs packs recently and I was wondering, if I buy the normal Steam game Tamriel Unlimited (http://store.steampowered.com/app/306130/) can I link my old account to the Steam game, and maintain my Imperial edition and all perks I already have?
