Talos drained it.
Used to be a sub-tropic province, so I'm guessing more rivers as well. Then came Talos and casually re-wrote history and now Cyrodiil is convoluted. Time as well.

Except that Talos hasn't even been born in human form yet let alone become a God. That's why they refer to the Divine Eight in ESO and not the Divine Nine.

Cyrodiil is wrong in eso for that reason, it should look like a jungle.
I've always just assumed Cyrodiil is going through a serious drought or something. A lot of the water beds are incredibly low or just plain dry. Good examples of this are Lake Poppad, the Corbolo River, and the width of the Upper Niben.
I know 2,000 years is a long time for civilizations to change, but on a geological scale it's barely a lunch break.

Unless the freshwater lakes became so salty from player tears the starfish immigrated there on the backs of haj-motas to escape the tyranny of the slaughterfish. Invertebrates have an affinity for salinity.
