I think this is a good thing. Purple items should be rare and therefore valuable. In previous festivals, I was disappointed about how common the purple and yellow items were.
It would be a pretty boring MMO without rare and exclusive treasure to obtain.

RNG is never "challenge". They're 2 different ideas that often oppose each other.
Ever play a game where you had to roll for loot from a boss? The best player that saved the entire raid(often the tank or healer) would have no better chance at getting the wanted item than anybody else and often would lose out because the drop rate would be stupid low.
I used to play WoW and did a calculation arguing for individual player loot and increased drop rates for the phoeniz mount they had there. If drop rates were perfect with that 2% rate on a weekly reset for the boss that dropped it then one player could be guaranteed to get it only after 50 weeks running it. Now, this was 25 player content. That means 50 weeks multiplied by 25 for everyone who was only playing content for that mount to get the mount.
That game hasn't even been out long enough for everyone to get it in a perfect world. The world is imperfect though as all drop chances are server side across the entire population with no weighting system to eventually relent and give players what they are after with enough effort.
RNG is there to keep stuff away from you no matter how hard you try because of the simple fact that nothing can ever be made challenging enough to limit it while still being desirable to consumers.
People hate working harder than they should have to but are addicted to gambling for a chance at "easy stuff".
So, definitely don't compare RNG to challenge.
Just in the way that winning the "top jackpot" in slots is a massive challenge.
It may not be a test of skill, more a test of luck, but yes the word challenge fits here and either of the aforementioned examples would indeed be decribed as great challenges.
Prerequisite of challenge =/= skill based, git gud.
Do we know if all of the recipes can drop in any of the starting zones or is each one tied to a particular zone? I've got several of the Thrones but none of the Jewels, and am basically only doing the Glenumbra quest as I find the others too tedious to be bothering with.
