I prefer that players use text over voice (Unless if your English is crystal clear) because of certain accent that It's hard to understand using the English language.
And as a text only player.... I prefer not to use a mic because I'm the type that don't like to talk that much. I like to keep quiet the most part

Same players actually do not know the features exist. I had to harass some guy for an hour solid just to check if he got a bsw staff lol

We'll that's different.
I pug normal trials (on pc) and there are always players off mic or silent in text chat. Never had a problem.
The question you should have lead with is the bolded part above.
I get the impression this is a pug issue. Players in a pug can behave randomly, not listen to instructions and do odd things. That's the risk you take.
If these people not communicating are from a guild, then perhaps warn them they can be barred from guild runs for failing to follow instructions.

To be fair, the title is very appropriate considering the question isn't much better.
As a PS4 player (unfortunately we share the same system
) I know from experience that players can use a mic, use a keyboard, or nothing at all. Just for the record, just because they don't type or talk, it doesn't automatically mean they aren't listening.
Unless you're leading a trial, how's it your concern what other players use and don't use? Just get on with your business. If you don't like the trial group you're in, there's always the leave group option.
