Heard lot's of people have stuttering, thats what I did to fix it (mine atleast):

My hardware: Core2Duo 3.4Ghz, 2x4Gb RAM, GTX 550 TI 1Gb, HDD 500gb (Xbox 360 controller :p ). Okay, now to the tips:

Don't forget to backup your Usersettings.ini

Warning: some changes will make your first loading screen bigger than usual, but it will only be once!

Ini tweaks:
  • Firstly select Ultra High preset, then quit the game, so that some options are automatically choosen, then later you can edit shadows, texture, etc manually;
  • After choosing the preset, open the Usersettings.ini, then find "MAX_ANISOTROPY" and change it's value to "0", and activate Anistropy in the Driver control panel;
  • [No graphic downgrade] Find "SIMPLE_SHADERS" and enable it;
  • [Some people say the shadows are better with this disabled] Find "HIGH_RESOLUTION_SHADOWS" and disable it;
  • [This one is optional and depends of each person CPU] Find and disable "RequestedNumWorkerThreads", if stutter continues, disable "RequestedNumJobThreads" too;
  • [This one depends of your CPU cores, putting X value will limit the ammount of cores used] Find "MaxCoresToUse" and choose the value you want;
  • [If you don't use mods, or use but never changed this value, and receive certain error messages...] Find "LuaMemoryLimitMB" and change it's value to "128";
  • [Some people reported this helps too... lower values means better performance] Find "GPUSmoothingFrames" and put the value you want;

Non-ini tweaks:
  1. Disable V-Sync (if you need to limit FPS, use Nvidia Inspector or other software);
  2. Don't use windowed or Fake Fullscreen, instead, try using Fullscreen;
  3. Put "Maximum Particle System" to the minimum;
  4. If you need extra performance, always try lowering shadows firstly, but not lower than medium;
  5. If you still need performance, lowering view distance of objects and effects, but not lower than 50 of each;
  6. And if more performance is needed, disable antialiasing and Ambient Oclusion, and water to low;
  7. And if nothing solved this, there is no easy way to say it: Put textures to medium.

And to finish it, some Driver control panel tweaks (mine is NVidia, I don't know how it is for others):
  • Find energy settings and put it to maximum performance;
  • Find multithread options and disable it;
  • Find Pre-rendered frames and change it according to this: higher values means more FPS, but more lag input as well;
  • Enable Cache Shaders;
  • Find multi monitor settings and change it to Single Monitor.

Thats it, try it for yourself!

Sorry for the english!
Glory for the Pact!

    Disabling HIGH_RESOLUTION_SHADOWS is great imo, simply because the shadows are much softer and far more closely resemble what shadows look like in the real world. Go look at a tree shadow when it is sunny outside. Can you see the individual leaves? No you can't.

    The fact that it helps with performance is a nice bonus, although I don't notice much difference on my rig. IMO, this is a no-brainer on lower end/lower memory machines.

    Really wish we had graphic options on console.

    I'll try it and report back.

    Would you suggest just deleting Usersettings.ini initially and then following your guide for simplicity sake?

    Oh and another thing, you can use the usersettings file to limit FPS as well instead of v-sync or other software.

    SET MinFrameTime.2 "0.01700000"

    will set your FPS to a maximum of 59. (the default is 100)

    To get your own value just take 1 and divide it by whatever maximum FPS you want. So if you want 30 it would be 1/30=.033.

    After upgrading from a GTX 980 to a GTX 1080 and noticing stuttering I went ahead and started to dissect my settings one by one. What I found was that setting the view distance over 50 seemed to introduce a lot of stutter when simply traveling through open spaces. This isn't a frame rate drop, but instead it seems like it's texture loading that's causing the short pauses in action. I have an SSD drive, so this really shouldn't be an issue and screams of bad coding for incoming textures.

    Dropping down view distance seems to have the most affect for me with this stutter. All other settings seem to have a minimal affect.
