Easy pvp vs pve balance fix

Balance all abilities and classes for fun pve. Then when you enter a campaign and enter any pvp area, your abilities automatically get rebalanced for PVP....Shields last for 1 min outside of pvp, proc sets can crit outside of pvp, among a slew of others. Just balance pvp and pve separately already!!
