Note: Before you read and think L2P it's just people animation cancelling, no, it's not. Because I can see the animation go off straight afterwards.
Incap: Stun -> Animation
Fear: Stun -> Animation
Surprise Attack: Stun -> Animation
Frags: (Sometimes) Stun -> Animation
There's a few more which I can't remember right now but if you know other post them below.
The whole point of having these animations on abilities is so players are able to react to them, so they can: dodge roll at the right time, block at the right time, interrupt at the right time etc. But if the animation is going to player after the ability hit you then what's even the point in having animations at all? (other than to not make the combat look bad)
I would greatly appreciate it if timings were changed so animations went off before the ability hits you.

P.S. When I press Q and I hear that little 'ding' noise I expect my potion to actually go off rather than do nothing.
