I have a somewhat older pc, but above the recommended system demands for ESO. When I play most of ESO, everything is fine. Graphics detail set to high I get between 35 and 60 fps depending on zone and a latency between 60-80ms when I'm alone questing etc. However I've always had issues with other players causing my fps to drop. Doing a dungeon with other players caused my fps to drop to about 20-30. But still playable.
However since homestead both PvP and the larger cities at peak hours are just unplayable. Latency in Rawl'kha for example during the weekend or evenings drops to 1-10 fps, pretty much unplayable, with latency going over 300ms causing me to evade these cities. Same in Cyrodiil, everything is fine when I'm on my own, but the moment more than a couple players are nearby, my fps plummets and my latency rises. I had hope the no-CP week would reduce this, but it hasn't at all. For example I ran into this lone enemy player while a larger group was nearby (though not in visual range), I tried to go into stealth but nothing happened. He started attacking me and I didn't have any control over my character, I just kept moving forward as if I was still pressing the 'w' button. By the time I finally got my character to react to my frantic key presses I was down to about 50% health. Pretty much unplayable.
Also, reducing my graphics has virtually no impact on the game's performance.
Does anyone else have similar experiences with such latency increases and fps drops when many other players are nearby? Are there any potential solutions for this? Some specific setting I may have overlooked?
