Grand Topal Hideaway; will the PTS Homestead island ever be live?

Testing Homestead on the public test server, I decided to find the limits of the design tool on the "Grand Topal Hideaway" volcanic island. My design was pretty epic & was destined to impress the masses, but the island was never released at the launch of Homestead... and so I wait...

If ZOS has decided not to tell us why the Crown exclusive Houses aren't release yet, then I would like to know why they aren't telling us.

Have you ever heard of over-engineering? Well there's such a thing as over-marketing too.
