Random MOBS spawning around cyro during AP event? [XB NA]

So far, I've found two random flame atronachs. One right outside of sejanus, and one at the mundus just south of bruma. On reddit, someone found a random prisoner outside of a keep. I've also had a guild mate say that he saw (and killed) a spider daedra wandering the wilderness.
Has anyone else experienced this? Bug or feature? Personally I would LOVE for more PvE content to be added into cyro just to mix things up a bit. Similar to random events in skyrim and the random events that occur in ESO (daedric portals, trap chests, etc). I personally only PvP 90% of the time, but it is always nice to mix things up a bit.
