Error 1032 - OSError_Locked

I made a question a while back about this but didn't want to necro it again, so I decided to remake here.
For a while (maybe since One Tamriel Launched), I've been getting the above error, with the following text:
One or more files are in use by another process please close programs that may be using the files (Such as the game)
It then tells me to repair (Which takes maybe 5minutes top fortunately), so not much time is lost. However, consistently getting this error has intrigued me into how I can fix it...
Anyone got any ideas?
