See, we all know wardens have a skill that calls a screaming cliff racer from the skies to attack your target. However, in one of the recent morrowind interviews, the devs said that cliff racers in this time period have not yet learned to fly and are significantly more grounded, and are called cliff striders instead.
So, obviously the wardens use some kind of magic to make their cliff racers capable of flight, and in the future those magically enabled cliff racers overtake their grounded brethren to become the terrors of morrowind's skies.
