✭✭✭✭✭You can see for yourself the option for COD in the mail interface ... without sending anything. Simply type in the amount (in gold) to be charged to the other player.
Yes, there's a postage fee for COD. It is possible to add postage into the total amount ... to charge the recipient for postage (it's a nice courtesy to let them know ahead of time if you're doing that).
Overall it's a very convenient feature ... in case you and another player are in the opposite sides of town or zone.
