Not really. 1) I think it takes enough time that you're really not constantly pressing the button, and 2) you should really be weaving attacks + mixing in other abilities to maximize dps or whatever your goal is. Unless you're just trashing low level PvE enemies, there's really no reason to be spamming it. I believe its common knowledge that DoTs are your friend when it comes to dps anyway.

Im not 100% sure of this, but as i read the description of Rapid strikes, it looks like it does not add damage to next use of ability. The way i understand the description, is that each strike in one use of the ability, increases the next strikes damage. The damage increase happens inside one use of the ability and does npot move to next use of rapid strikes, it starts from beginning.
Weaving is not efficient as well, at least not in the normal PVE questing. Best combo i have found for NB DW is as follows.
From stealth->Surprise attack->Bloodgraze->Heavy attack_>Killers blade
This kills almost any mob in the world without fuzz.
If more than one enemy, you do this after first kill. Just add Rapid strikes x1 after heavy attack and use shadowy disguise when switching target to get the stun. Rapid strikes is a good filler but certainly it is unefficiewnt and most boring to just spam it.
When i observe people spamming rapid strikes and trying to kill enemies that way, it takes considerably more time to actually get the kill so i suspect the spamming isa not really the way to go
Regardless of class or weapon choice, i see this trend of people spamming one ability or another, or just spam light attacks on ranged weapons. Something in the games tutorials should be improved to point out that spamming is propably not the best way to play and at least, not the most enjoyable..
PS: Stabbing light shaft(Biting jabs) needs to be redesigned, templars onkly seem to use this ability since launch :P
