Thnx but that was a time when the steam service was down, thats not the case for me. I think I uninstalled ESO incorrectly and so when I start the download it finished instantly when I press play I get an error. I tried deleting all the game files and uninstalling correctly but the same problem happens everytime

Yes I can access my account through elderscrollsonline.com and I can download the client from there. I guess that means that I can play it though the normal client with no problems after I finish download?

I've lost a lot of progress in games due to steam server issues.
