Adds dps to resto staves skills. Does that mean each tick of healing springs our just one tick per cast? Would this be useful to add some dps to healer builds?

Spell damage increases healing the same way it increases damage, so the spell damage will apply to the total amount healed by healing springs (every tick).

It will not add any DPS though, because it only adds the spell damage to restoration staff abilities, and no restoration staff abilities deal damage.

Spell Damage is a misleading name, because it's not damage, its part of the calculation to determine the power of your magicka based effects. Just think of it like Spell Power instead.
