Instead of punting me out of the game...

If you're lucky, ESO eventually logs you out when you try to fast travel to a location that is overloaded (i.e. usually Rawl'Kha, Cyrodiil, sometime Craglorn). If you're not lucky, you just hang in the loading screen forever. It would be very very easy and so much nicer if the game simply aborted the fast travel, put you back where you started, and displayed a friendly message saying the location is busy - try again later.

As an aside, perhaps some balance changes should be considered to motivate people to spread out to other cities more., Rawl is popular because it is so convenient. Other cities are offensively inconvenient: wayshrines three miles outside of town, facilities too spread out, lack of full facilities, or having to enter/exit too many subzones to get anywhere (I'm looking at you Elden Root - the most irritating city of all, I think).

I think you are on to something. They should rearrange inconvenient towns to be more convenient, for lack of a better way to put it. If they can manage to do it effectively, people will spread out more and other cities' guild traders will become more valuable. That's good for all sorts of reasons.
The generally amicable yet sporadically salty magplar that may or may not have 1vXed you in Sotha Sil. Who knows?

You'd think it'd be self-evident that people would consciously build their amenities around transport hubs, wouldn't you?

It used to be a way bigger issue than it is now. Since the introduction of banker assistants it's much less awful. I imagine once we've grinded our way to having crafting stations people will use those. Except that quest givers and writ boards and all that are spread out all over the place. I'm making sure that ALL of my 12 characters have the same level in all crafts so I never have to port to some weird zone writ turn-in place ever again, now that I suddenly have to do 36 writs a day.

Or just create shards and reduce the amount of players per shard. I.e. max 70 players per zone or something, any overflow goes into a new shard (like in GW2)

Instead of making multiple towns convenient it is easier to make Rawlk'ha inconvenient.

Just the fact that BoR all seemed to live there has kept me away for 3 years.
